Constance Hoard Obituary

Constance A. Hoard of Brownville passed away on February 24, 2026, at Samaritan Medical Center.

She was born on June 16, 1934, to Constance J. and Anna Mae (Quinn)Geiger. Constance graduated from St. Mary of Mount Carmel School in Utica and later attended a business college. Following her education, she began her career as a paralegal.

On November 28, 1957, she married C. Gerald Hoard at St. John Evangelist Church in Rochester, New York. After their marriage, the couple moved to the Glen Park area, where Constance devoted her life to public service and her community.

Constance served as the Village of Glen Park Clerk for 56 years, becoming the first woman to hold the position. During her remarkable career, she witnessed and helped guide many changes in the Village of Brownville, from the introduction of public water and sewer systems to the construction of the village’s hydroelectric power plant. In addition to her clerkship, she also served as Village Historian.

She was a founding member of the General Brown Weekend Committee, where she volunteered for more than 30 years. Constance served on the Village of Brownville Planning Board for 10 years and was actively involved with the Brown Park Housing Board for decades, serving as both president and secretary.

Constance was also President of the General Brown Historical Society and edited several historical books written by her late husband, C. Gerard Hoard, who had served as a teacher and principal of the General Brown Central School District.

In addition to her civic work, she was employed at Frederick J. Quencer CPA where she prepared tax returns for many years. In 2017, she was honored as Woman of the Year by State Senator Patty Ritchie in recognition of her lifelong dedication to her community.

She is survived by her three daughters: Kathy and her husband, Marc Tellier of Maryland; Kelly and her husband, Grant Hauber of Buffalo; and Kristin and her husband, Mike Setaro of Georgia. She is also survived by twelve grandchildren, along with several nieces and nephews.

She was predeceased by her son, Mark J. Hoard, on October 26, 2025, and by her sisters, Mary Beth Osbourne and Patricia Kowalski.

In keeping with her wishes, there will be no calling hours and she will be cremated. A spring burial will take place at Brownville Cemetery.

Donations in her memory may be made to the Glen Park Fire Department or to the C. Gerard Hoard Scholarship Fund.
